Parking Ticket Citations

Parking Tickets are issued for parking violations in the City of Huntington Beach. You can conveniently pay your city parking ticket online or by phone at 1-800-989-2058. There is a $3.50 convenience fee for paying by credit card.

Business License RenewalYou can pay your City business license renewal online through the City's Accela Citizen Access portal.
Visa, MasterCard or Discover are accepted.
Payments will take 1 business day to post to your business license. Before continuing with one of the payment options, please verify that payment has not already been submitted to our office. Duplicate payments will automatically be applied for the following tax year. Additionally, please enter your business license number carefully, as an invalid business license may result in your payment being rejected. Any payments that must be rejected for an invalid license, duplicate payment, or other reason, are subject to a $25 processing fee.

Civil Citation Invoices
A civil citation may be issued by a Department of the City for noncompliance with the City of Huntington Beach's Municipal Code. Interest charges at 1.5% monthly and a processing fee are added if not paid within 30 days. Fire Inspections InvoiceThe Huntington Beach Fire Department performs annual inspections of all occupancies, with the exception of single family residences, in order to prevent the loss of life and property from fires. These inspections are intended eliminate fire hazards by confirming that each occupancy is in compliance with the Huntington Beach Fire Code.

NPDES Inspection InvoicesThe National Pollutant Discharge Elimination System (NPDES) permit program controls water pollution by regulating point sources that discharge pollutants into waters of the United States. The City requires a permit for those companies that discharge pollutants.

Municipal (Utility) Billing

Municipal Service Statements, which include water, sewer, trash, and optional FireMed service, are billed about every 30 days. The due date is printed on the bill. For questions contact utility billing at (714) 536-5919.

Utility Tax Exemption

Eligible senior citizens may apply for exempt status for city utility tax on all utility bills (water, telephone, cable, gas and water).

Not-Sufficient Funds (NSF) FeesRejection of a payment by your bank for a check or an electronic receipt will be charged $25 for the first occurrence and $35 for the second and subsequent occurrences.

Civil Citations
Civil Citations are civil fines issued by a Department of the City of Huntington Beach for noncompliance with the City of Huntington Beach Municipal Code.  A Civil Citation may be issued to individuals or businesses that have violated the City’s Municipal Code.

Nonpayment of this fine may result in an adverse remark on your credit report or a lien if this fine is property related.

You must pay the fine within 30 calendar days of issue or be subject to late penalty and/or interest at a rate of 18% annually.  The citation and fine shall be mailed or delivered to the City of Huntington Beach, Attn: Civil Citations, P.O. Box 711, Huntington Beach, CA 92648-0711 or payment can be made on-line by credit card.  Be sure to include the citation number on the face of the check or money order or in the account number section for on-line payments in order to receive payment credit for your citation properly.

Important Notice:  The violation of the Municipal Code section charged in a citation constitutes a NUISANCE.  Unpaid fines and other costs of abatement for property related violations may be collected by the City by an assessment and/or lien against your property pursuant to Government Code sections 38773.1 and 38773.5 and the Huntington Beach Municipal Code.  Unpaid assessments can result in the property being sold after three years by the County Tax Collector.  A full description of the civil citation procedures for Municipal Code violations and your rights in that process are found in Municipal Code Chapter 1.18.

To obtain a Hearing date to contest the Citation:  You must deposit the full amount of the fine with your request unless you also request on the back of the citation (and are granted) a financial hardship waiver.  You must specify the grounds for your hearing by checking a box on the form.  Written notice of the hearing date, time and place will be sent to the mailing address on the front of the citation at least 10 days prior to the hearing date.  (If you are unable to attend the hearing, you may submit a written declaration prior to the hearing in lieu of appearing in person.)  Minors must be accompanied by parent or guardian.

Failure to request a hearing within 30 calendar days from the date in the upper left-hand corner of the civil citation constitutes a waiver of all your rights to dispute this violation.

  • Drop Boxes
    • A Day Drop is located in the City Hall lobby in front of the City Treasurer’s Department. No cash payments accepted.
    • A Night Drop is located on the outside west wall of City Hall, and is collected once a day at 3 p.m.. Cash payments accepted.
    • The third Night Drop for non-cash payments is a free-standing depository located between the Police Department and the City Hall building, near the fountain.  Pick-up is once a day at 3 p.m., Monday through Friday (except holidays).  No cash payments accepted.
  • Payments by Third Parties - On-line Banking Payments
    • Most financial institutions offer some form of online banking service with which to pay your bills. You may think payments made by online banking are automatically transmitted electronically, but we continue to receive paper checks from financial institutions on a daily basis. Help us “Go Green” by ensuring that your bank is sending us your utility payment electronically and double check that the account number you have entered for your on-line payment matches the account number on your utility statement exactly, including the dash. Payments with inaccurate account numbers or checks with payees not to the City of Huntington Beach may be rejected
