On March 21, 2023, the City Council will conduct a Public Hearing on the 2021-2029 Housing Element Update, its Subsequent EIR (SEIR), and the Associated Program Implementation Actions - Affordable Housing Overlay.
On November 29, 2022, the City Council will conduct a Public Hearing on the 2021-2029 Housing Element Update, its Subsequent EIR (SEIR), and the Associated Program Implementation Actions - Affordable Housing Overlay.

A joint Study Session of the Planning Commission and City Council was held on Monday, March 1st, 2021 to receive an overview of the 6th Cycle Housing Element process and public outreach plan. At their March 15th, 2021 meeting, the City Council voted to amend the previously approved contract with Kimley-Horn to expand public outreach. A Community Workshop is scheduled for April 22, 2021 at 6:00 PM held remotely via Zoom.

On May 18, 2020, the City Council approved Resolution No. 2020-34 authorizing staff to submit a grant application to the Department of Housing and Community Development (HCD) to fund the 2021-2029 General Plan Housing Element Update. Every jurisdiction in California is required to adopt a Housing Element as one of the seven mandated elements of the General Plan. Housing Element law mandates that local governments adequately plan to meet the existing and projected housing needs of all economic segments of the community. The Housing Element will develop strategies and programs to comply with California’s Housing Element law which requires that each city and county develop local housing programs to meet its “fair share” of existing and future housing needs for all income groups.
On October 19, 2020 the City Council voted to enter into a professional services contract with Kimley-Horn and Associates to prepare and complete a comprehensive update to the City’s Housing Element, contingent upon receiving approval of LEAP grant funding. On November 19, 2020, HCD issued a conditional approval of the City’s $500,000 Local Early Action Planning (LEAP) grant application to fund the 2021-2029 General Plan Housing Element Update.
