General Office Information

The City Treasurer is a charter officer elected by the citizens of Huntington Beach every four years.  The City Treasurer is responsible to the electorate for overseeing the receipt, collection, disbursement, custody and safekeeping of all city funds.  The City Treasurer's duties and responsibilities are outlined in Section 311 of the City Charter.  The City Treasurer ensures that the City’s cash liquidity needs are met through prudent fiscal investment management.  The City Treasurer manages an investment portfolio of over $200 million. 

The Treasury Services Division consists of Cashiering and Accounts Receivable/ Collections. Cashiering is responsible for receiving, depositing, and collecting on behalf of the City, all taxes, assessments, fees, and other revenues. Due to the significant technological improvements in how payments can be received and made, the Division is continually offering new services to customers and vendors. This Division processes and records all revenue received at City Hall, as well as, all City off-site locations, and also ensures revenue is deposited in a timely manner into the City's financial depository accounts. Another important function of this Division is to ensure proper control over cash and negotiable items, as well as, collection of all delinquent taxes and fees. Accounts Receivable/Collections is responsible for ensuring all revenues owed to the City are received and may use a variety of methods to collect these funds, including sending delinquent notices, making collections calls, placing a lien on property, filing a claim in Small Claims Court or sending delinquent receivables to an outside collection agency. The Division is also responsible for disbursing all approved funds and processing all checks and electronic payments for the payment of goods and services approved in the budget and the City’s financial system.
