The City of Huntington Beach has prepared Draft Negative Declaration (ND) No. 14-005 which analyzes the potential environmental impacts associated with the proposed Huntington Beach General Plan Historic and Cultural Element Update. The Draft ND, Draft Historic and Cultural Resources Element, and Historic Context and Survey Report were available for public review and comment for thirty (30) days commencing Thursday, November 6, 2014 and ended December 5, 2014 at 5:00 p.m. Any person wishing to comment on the request was allowed to provide written comments to Ricky Ramos, Senior Planner, City of Huntington Beach, Planning & Building Department, P.O. A public meeting to discuss the project was scheduled for Tuesday December 2, 2014 at 6 p.m. in Rooms B-7 and B-8, lower level, City Hall, 2000 Main St., Huntington Beach, CA 92648. Subsequent to comment period, a public hearing was scheduled before the Planning commission on February 24, 2015. The project was approved by the City Council on October 19, 2015.

Draft Negative Declaration No. 14-005 analyzes the potential environmental impacts associated with a request by the City to update the General Plan Historic and Cultural Resources Element (HCRE) adopted in 1996. The HCRE is a policy document that guides the City's decisions regarding historic and cultural resources by identifying goals, objectives, policies, and implementation programs as well as providing technical information and outlining issues regarding the protection of the city's historic resources and provision of arts/cultural services. The HCRE includes Table HCR-2 which lists 79 local landmarks comprised of 212 properties that were generated by the Huntington Beach Historic Resources Board and considered to be of significant importance to the local community. The significance of a structure or a place is based upon its overall contribution to the community by its historical, cultural, or visual function(s). The City initiated an update to the HCRE because the existing local landmarks list in Table HCR-2 needs updating. Many of the properties listed in the local landmarks list have since been demolished or significantly altered while others are archaeological or not historic. An updated landmarks list has been prepared as part of the new Historic Context and Survey Report (See Appendix B). Only the historic resources component of the HCRE is proposed to be updated at this time. The cultural resources component is not being revised. The HCRE update does not proposed or require any new land use, development projects, or physical changes and would not result in changes in zoning or allowable uses for any property. The project site is not on any list enumerated under Government Code Section 65962.5 (Cortese list).
