Title: Sea Dance Residential Development

Report Summary

Draft Mitigated Negative Declaration No. 16-002 analyzes the potential environmental impacts associated with the subdivision and construction of a 53-unit, detached single-family residential planned unit development, an approximately 1.07 acre public park, and associated improvements on the existing 8.75-acre closed Franklin Elementary school site, which is owned by the Westminster School District. Existing improvements including all school buildings and the 1.52-acre Franklin Park would be demolished to accommodate the proposed project.  Entitlements include: General Plan Amendment (GPA), a Zoning Map Amendment (ZMA), a Tentative Tract Map (TTM), and a Conditional Use Permit (CUP). 

The GPA is required to amend the General Plan Land Use Designation from Public-Semipublic with an underlying designation of Low Density Residential [PS(RL)] to Low Density Residential (RL) for 7.68 acres of the site, and Open Space – Parks (OS-P) for 1.07 acres for the dedication of a public park. The GPA includes an amendment to the Environmental Resources and Conservation Element to reduce the City’s total parkland acreage by 0.45 acres as a result of the removal of the existing 1.52 acre Franklin Park and the dedication of a 1.07 acre public park.  The ZMA is required to amend the existing zoning designation of Public-Semipublic (PS) to Residential Low Density (RL) and Parks and Recreation Subdistrict (OS-PR).  The TTM is required to subdivide the approximately 8.75 acre lot into 53 numbered residential lots and four lettered lots for infrastructure improvements consisting of 38 ft. wide private streets, public utilities, common areas, water quality, and a public park.  The CUP is required to permit the residential development proposed as a Planned Unit Development with reduced lot widths (min. 45 ft. wide to 61 ft. wide) and varying lot sizes (min. 3,870 sq. ft. and max 6,541 sq. ft) in lieu of the minimum 60 ft. wide lots with a minimum of 6,000 sq. ft. lot sizes. The project is also subject to provide a minimum of ten percent (5.3 units) of the residential dwellings to be affordable housing units; however, in accordance with Section 230.26 of the Huntington Beach Zoning and Subdivision Ordinance (HBZSO), the developer proposes to pay an in-lieu fee to satisfy the affordable housing requirements. If approved by the Planning Commission and City Council, construction of the project would commence in 2020 and is anticipated to last approximately 18 months.

As part of the Planned Unit Development, the applicant is subject to provide mutual public benefits for the residents as well as the general public. As such, the applicant is proposing to provide the following public benefits: dedication of 1.07 acres for a public park, improvements to the public park which includes the installation of landscaping, irrigation, a playground area, picnic tables, and the installation of public art within the public park that will be privately maintained through the Home Owner’s Association, and providing on-street parking along the private streets for the public use of the proposed park. The public benefits are subject to approval by the Planning Commission during the public hearing process.

The public comment period for Draft Mitigated Negative Declaration No. 16-002 begins on Thursday, April 19, 2018 and will conclude on Tuesday, May 8, 2018 at 5:00PM.

Subsequent to the comment period, public hearings will be scheduled before the City of Huntington Beach Planning Commission and City Council. The public hearings are tentatively scheduled for June/July 2018.
