Report Summary

Draft Mitigated Negative Declaration No. 2015-002 analyzes the potential environmental impacts associated with  a proposal to perform maintenance activities on the existing Admiralty Drive bridge that are intended to restore the integrity of its original design. Repair/rehabilitation would require the following maintenance measures: 

Unsound concrete and patch concrete work over or near the Queen Elizabeth Passage waterway will require working platforms with fully enclosed protective covers. One column will be surrounded by a cofferdam to facilitate temporary de-watering and repair work.

The project site is the existing Admiralty Drive bridge, spanning approximately 155 linear feet over the Queen Elizabeth Passage, a tidally influenced waterway functioning as an outlet between the Huntington Harbour residential community and the adjacent Bolsa Chica channel. The subject bridge provides the only vehicular and pedestrian access to both the Admiralty Island and Gilbert Island neighborhoods. The bridge is a multi-span steel I-girder bridge with two traffic lanes (one lane in each direction) and a pedestrian sidewalk on both the north and south sides. Parts of the bridge have deteriorated due to normal wear from vehicular traffic and from tidal flux of the marine ecosystem setting during the last five decades, and the bridge has been deemed structurally deficient. Repair work will be conducted in two phases to allow the continued use of the bridge for vehicular and pedestrian access, and would include the removal and replacement of the concrete barriers, sidewalks, and bridge deck, cleaning and painting I-girders and other steel members, and removing unsound concrete and patching near the bridge columns. One existing column will be surrounded by a cofferdam to facilitate temporary de-watering and repair work, all of which will require working platforms with enclosed protective coverings.

The public comment period for Draft Mitigated Negative Declaration No. 2015-002 began on Thursday, October 29, 2015 and will conclude Monday, November 30, 2015 at 5PM.

A copy of the Draft Mitigated Negative Declaration is on file with the Planning & Building Department, City of Huntington Beach City Hall, 2000 Main Street, 3rd Floor, Huntington Beach, California 92648. A copy of Draft Mitigated Negative Declaration No. 2015-002  is also available for review at the Central Library, 7111 Talbert Avenue, Huntington Beach, California, 92647, the City Clerk’s Office, 2000 Main St., 2nd Floor, Huntington Beach, California; and on the internet at Government/Departments/Planning/Environmentalreports.cfm.

Subsequent to the comment period, a public hearing will be scheduled before the City of Huntington Beach Zoning Administrator. The public hearing is tentatively scheduled for mid December 2015.
