    • Community Development Public Counter Appointments

      The Building & Planning Division public counters will be open starting Monday, June 22, 2020 for visits by appointment only.  Appointments are available Monday through Thursday, from 8:00 a.m. to 3:00 p.m. with a lunch closure between 12:00 p.m. & 1:00 p.m.

    • Individuals visiting City Hall can expect to observe the following guidelines:

      • If you are positive for COVID-19 or feel you have been exposed to the virus, please do not enter the building and reschedule your appointment.
      • All visitors entering City Hall will go under a health screening and must submit to a temperature check via a thermal scanner.  If your temperature is above 100° F, you will not be allowed to enter the facility.
      • If you demonstrate symptoms that are of concern, you will not be authorized to enter City Hall; please call (714) 536-5271 for assistance.
      • All customers entering City Hall will be required to wear a face covering at all times while in the City facility.
      • All customers inside City Hall or in line outside must maintain proper distance from others at all times.
      • We encourage you to contact us via phone at (714) 536-5271 or email at [email protected] for inquiries and assistance that does not required in-person service.

      Appointment Information:

      • Appointments are available through QLess electronic queuing management using the QLess Mobile App for iOS or Android.  Walk-ins are not accepted, but same-day appointments may be available.
      • Appointment intervals are 30 minutes and all transactions are limited to 30 minutes maximum.
      • In order to expedite the process, please have all applications, permits, and forms printed and completely filled prior to arrival.
      • Customers wishing to visit multiple agencies during a single visit (i.e., Community Development Department and Public Works Department) must book individual appointments for each service.
      • Customers must arrive no earlier than 15 minutes before their scheduled appointment and no later than 5 minutes after their scheduled appointment start time. Late arrivals will be asked to reschedule their appointments.
      • Please do not check in for your appointment at City Hall until you are summoned via text message.  You will be required to show your summoned text message to the first floor City Hall concierge prior to being permitted to go up to the Community Development Department on the third floor.
      • To better service your permit issuance appointment, please be sure to have approvals from all required agencies prior to scheduling an appointment for your permits.  This includes Public Works, Fire Department, Business License, OC Health, and/or School District.
      • Payments are accepted by check or credit card.  Payments by credit card is limited to $5,000 and multiple credit cards transactions in excess of $5,000 will not be accepted.  Currently cash payments are not accepted at the Community Development Department counter.
      • Code Enforcement Services also require appointments, however if you have questions you may call (714) 375-5155

Electronic Plans and Document Submittal
We are pleased to announce that effective April 2, 2020, the City of Huntington Beach offers Electronic Plan Submittals. Electronic Plan Submittals allow applicants to submit plans and documents electronically as an alternative to submitting paper documents. Documents such as application forms, drawings, exhibits, and various reports can now be submitted electronically.
