The City Manager's office is responsible for the city's day-to-day operations and oversees city departments. The City Manager and Assistant City Manager are accountable for the overall management of the city's 1,000 employees and $301 million budget.

In December 2021, the City Council appointed Sean Joyce as Interim City Manager while the City conducts a national recruitment to permanently fill the City Manager role vacated by Mr. Oliver Chi.  Mr. Joyce has over 33 years of municipal government experience, serving as the City Manager for South Pasadena, Sierra Madre, and Irvine.  He retired from the City of Irvine in February 2018 and worked as Regional Director for Alliance Resource Consulting before serving in his current role as Huntington Beach Interim City Manager.
