Community Development Block Grant & HOME Program


The City of Huntington Beach participates in the federal Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs. Each year the City uses CDBG and HOME funds to assist nonprofit public service organizations that provide services and housing to low- and moderate-income residents. The City also provides funding for selected capital expenditure projects that result in developments or construction that meet the eligibility criteria for federal program funds.

The CDBG program is authorized under Title I of the Housing and Community Development Act of 1974. The U.S. Department of Housing and Urban Development (HUD), through the federal budget process, allocates funds to communities that carry out the national objectives of the CDBG program: to benefit Low-Moderate Income persons, prevent or eliminate slums or blight, or to meet an urgent community need. The Citizen Participation Advisory Board makes recommendations to the City Council on the funding for this program. Applications for funding are considered annually. Typically applications are due in December for funding during the fiscal year beginning the following July. Community Development Block Grant (CDBG)

The City of Huntington Beach (City) anticipates receiving Community Development Block Grant (CDBG) program funds from the United States Department of Housing and Urban Development for qualifying projects and programs during the 2024-25 Fiscal Year. It is suggested that applicants review the Application Handbook to ensure that all submissions are eligible, complete, and provided with the appropriate documentation:

HOME Investment PartnershipsIn an effort to expand and preserve its existing affordable housing stock, Huntington Beach has worked with Community Housing Development Organizations (CHDOs) to acquire multifamily rental properties.  These buildings are rehabilitated and then are made available to persons below 60% of Orange County Median Income for a minimum of 15 years.  The CHDO must enter into an agreement with the City that outlines all of the affordability requirements, property maintenance standards, and long-term monitoring requirements that are required by HOME regulations.

HOME-ARP FundsThe City received $2.24 million HOME-American Rescue Plan (HOME-ARP) funding from HUD. These funds must be used to assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations, by providing housing, rental assistance, supportive services, and non-congregate shelter, to reduce homelessness and increase housing stability in Huntington Beach. Below is the HOME-ARP Allocation Plan describing how the $2.24 million HOME-ARP funds will be used.

The Consolidated Plan is a five-year planning document for the CDBG and HOME programs that is approved by the City Council and is submitted to HUD. Each year, the City Council approves the Action Plan that describes the activities and projects that are funded through these programs.

Citizen ParticipationThe Citizen Participation Plan is the document that sets forth the local policies for citizen participation in developing the Consolidated Plan and subsequent Action Plans. The Citizen Participation Advisory Board (CPAB) is a volunteer board of seven individuals appointed by the City Council. The CPAB holds two public hearings on community needs each year

Activities & ProjectsThe Enhancement Areas, determined by the 2006-2010 American Community Survey conducted by the US Census Bureau, are the City's geographic areas eligible for CDBG activities based on "area benefit" that requires a direct benefit to those who live in the area. Other city-wide activities and services may be eligible under the "limited clientele" benefit that is based on HUD income standards.
