Mapping Consistency Project

Project Summary

Staff initiated a Zoning Map Amendment and Local Coastal Program Amendment to clean-up the zoning designations of 141 parcels throughout the City, which are currently inconsistent with their General Plan designations. Of those 141 parcels, 25 parcels are located within the Coastal Zone, therefore initiating this amendment to the Local Coastal Program. This project will be presented to the Planning Commission in phases with the first phase being presented at the January 23, 2024 Planning Commission. 

Phase 1: ZMA No. 23-001 - To amend the current zoning map to bring 17 inconsistently zoned parcels consisting of City Parks and City owned properties into conformance with their General Plan designations. This project serves as a clean-up effort to amend certain City Park and City owned parcel’s zoning into compliance and match the General Plan designation. The intent of this project is to amend the zones of certain City Parks to Open Space (OS) and City owned facilities to Public Semipublic (PS), which is the zoning designation intended for the existing uses on site. This amendment is prompted as a housekeeping item to fix inconsistencies between zoning and General Plan designations only.   

Phase 2: ZMA No. 23-002 - ZMA to amend the current zoning map to bring 17 inconsistently zoned parcels consisting of Churches and Schools into conformance with their General Plan designations. This project serves as a clean-up effort to amend certain sites that are developed as Churches or Schools to bring them into compliance and match the General Plan designation of Public (P). The intent of this project is to amend the zones of such Churches and Schools to the Public Semipublic zone (PS), which is the zoning designation intended for the existing uses on site and also their existing General Plan designation. This amendment is prompted as a housekeeping item to fix inconsistencies between zoning and General Plan designations only.   

Phase 3: ZMA No. 24-001 / LCPA No. 24-001 to amend the current zoning map to bring 25 inconsistently zoned parcels within the Coastal Zone into conformance with their General Plan designations and to authorize submittal of Local Coastal Program Amendment No. 24-001 to the California Coastal Commission, an amendment to the City of Huntington Beach Zoning Map to amend the current zoning designations of 25 parcels within the Coastal Zone to correspond with their General Plan designations.

Phase 4: ZMA No. 24-003 to amend the current zoning map to bring 42 inconsistently zoned parcels consisting of utility type uses into conformance with their General Plan designations. The intent of this project is to amend the zones of such parcels that are developed as utility type uses to the Public Semipublic zone (PS), which is the zoning designation intended for the existing uses on site and also their existing General Plan designation. This amendment is prompted as a housekeeping item to fix inconsistencies between zoning and General Plan designations only.   

Phase 5: ZMA No. 24-004 to amend the current zoning map to bring 5 inconsistently zoned parcels consisting of commercial uses into conformance with their General Plan designations. The intent of this project is to amend the zones of such parcels that are developed as commercial type uses to the Commercial General (CG) or Commercial Visitor (CV), which is the zoning designation intended for the existing uses on site and also their existing General Plan designation. This amendment is prompted as a housekeeping item to fix inconsistencies between zoning and General Plan designations only.   

Phase 6: ZMA No. 24-005 to amend the current zoning map to bring 30 inconsistently zoned parcels into conformance with their residential General Plan designations. The intent of this project is to amend the zones of such parcels to the residential designation that is consistent with their existing General Plan designation. This amendment is prompted as a housekeeping item to fix inconsistencies between zoning and General Plan designations only.
