Business License Requirements for Marketing Activities During Special Events

Any person or business planning on marketing a product or service on foot by sampling, handing out items, or disseminating information via a flyer/handbill at a permitted special event, at a time that coincides with the event, must submit their completed business license application and full payment for said activity at least 30 DAYS PRIOR TO THE COMMENCEMENT OF THE EVENT per Huntington Beach Municipal Code (HBMC) section 5.50.110.

Business license applications will NOT be accepted less than 30 days before the start of the event, no exceptions.  Additionally, no changes to an existing/previously issued business license for marketing will be accepted less than 30 days prior to the start of the event, or you will not be able to market your product, service, or business at the event.  Marketing activities at special events that are not properly licensed will be subject to citations with fines starting at $250 and up to $1,000 per day.

(If you are a marketer approved by the event organizer to be within their permitted event footprint and you are encompassed on the event organizer's blanket event business license, then the requirement above is not applicable to you.)
