City Streetlight Overview

Did you know that the City does not own a majority of the streetlights within the City?  These poles and luminaries belong to Southern California Edison (SCE).  These lights are a significant cost to the City ($1.8 million per year and rising). 

Over the years the City has tried to bring down the street lighting costs for the SCE owned lights through various efforts including retrofits and joining in on rate case protests.  In 2011, the City along with the cities of Torrance, Murrieta, Rancho Cucamonga, and Moreno Valley joined together to form the Coalition for Affordable Streetlights (CASL).  Through the efforts of CASL, the City realized $440,000 in avoided costs from rate increases. 

For the past two years, the City has been working with SCE and a consultant to evaluate the system.  Staff and the City’s consultant extrapolated that over the next 20 years, the City would pay $43 million to SCE just for streetlights.  If the City were to purchase and retrofit 11,181 lights the City would realize at minimum approximately $10 million in savings over 20 years.  Huntington Beach is not alone as it stands now over 80 cities have entered the "queue" to evaluate and/or purchase their streetlights.
