City Update - Pier Plaza Arts and Crafts Fair

Since the 1990’s the City has hosted an arts and crafts fair at Pier Plaza in Downtown HB, and we have absolutely no plans to cancel it!  We’ve seen information to the contrary on social media, and we’d like to correct it here:

  • The weekly arts and crafts fair at Pier Plaza has been a City tradition since the 1990’s.  Our plan is to keep it going – to provide a family friendly event for the community and a reliable marketplace for local artists located in the heart of Downtown HB.
  • In 2006, the City formalized a promotional agreement with an operator – Art-A-Faire – to coordinate and run the event for a 3-year period.  The agreement with Art-A-Faire was extended for an additional 3-year period in 2009, and the agreement expired in 2012.
  • Since 2012, Art-A-Faire has been operating an arts and crafts fair without a valid agreement.  Regardless of that fact, the City has been honoring the terms, conditions, and fees associated with the agreement that expired in 2012 on a continuous basis since then.
  • Regardless of who manages the arts and crafts fair, per City resolution and municipal code, a procurement process is required to execute a current valid agreement for an operator to conduct this type of activity within a public space, so that we can continue this long-standing tradition.
  • As is the City’s required practice for procuring an agreement the scale of the traditional arts and crafts fair, the City is issuing a Request for Qualifications (RFQ) to ensure fairness and transparency in selecting the most qualified operator for the event.  This is a standard procedure, and Art-A-Faire, and all other qualified craft fair operators are encouraged to submit a proposal.
  • Of note, during the RFQ process, Art-A-Faire has been asked to continue operating the arts and crafts fair as is, and until the review process is complete, and a new agreement executed, that practice will remain in effect.s

  • Also on September 7, 2021, the City made the decision to reactivate Pier Plaza with larger family friendly events to complement smaller functions such as the arts and crafts fair.  The City’s initial effort on this front is the Surf City Winter Wonderland Ice Skating Rink, starting November 26!  Moving ahead, the City will be working to coordinate other events in Pier Plaza for the community!
