By November 15, the California Citizens Redistricting Commission will release official draft maps of their proposed redistricting efforts, and the public will have an opportunity to weigh in on those changes.

Redistricting is the process of adjusting the lines of voting districts in accordance with population shifts. The redistricting process is done every 10 years for local, state and federal governmental bodies by using updated Census data.
