Mayor's Award January - Paulina Flores, Finance Department

Paulina Flores embodies all of the characteristics of an exemplary employee, however, there are a few that stands out, and that is her strong work ethic, and her positive, professional working behavior. She interacts with her budget liaisons with humility, poise and the utmost professionalism. Her strong work ethic is displayed during tough times, and over the past few years, Paulina has met all of the challenges presented to her and has displayed true professionalism at every turn.  

Paulina joined the City of Huntington Beach six years ago in 2013 as a contract analyst in the Budget Division. Within one year, she joined the City full time as Senior Administrative Analyst. Last year, in November 2017, she was promoted to Senior Finance Analyst, where she currently oversees critical areas of the City’s budget.

In this capacity, Paulina is the lead Analyst for the City’s personnel budget, which accounts for over 73 percent of the budget. She takes the lead in creating and analyzing the City’s labor costing and projections totaling $186 million across all funds, provides monthly year end projections for over half of the General Fund budget and over 65 percent of the total budget. She is also the lead for the payroll projections module in the City’s financial system.

Paulina has analyzed and assisted with almost every department in the City – and handles many Citywide budgeting responsibilities – she has worked on labor projections, Citywide utilities, General Fund equipment replacement, reviewed and reconciled the CIP budget, just to name a few and has performed in each area with excellence. She has also been chosen as the Finance Department’s lead on implementing the upgrade of the City’s financial system labor projections module which became obsolete for the vendor to maintain on a go-forward basis. She has embraced and welcomed this significant responsibility while also handling her day-to-day responsibilities, all with great pride and dedication.

Paulina was also instrumental in ensuring implementing, tracking and managing key areas of the adjusted nine-month budget cycle for FY 2017/18. Paulina is a strong asset for City’s Budget Management Division. She has an exceptional positive attitude, is a strong, professional team player, and constantly displays a strong work ethic.
