
Summary
The Parkside Residential Development, proposed on an approximately 50 acre site for the west side of Graham St. adjacent to the East Garden Grove-Wintersburg Flood Control Channel, was approved by the City Council in October 2002 for the development of 170 single family homes, approximately 3.7 acres of open space conservation area, an approximately 8 acre active/passive park and numerous infrastructure improvements. In 2008 the California Coastal Commission (CCC) approved a Local Coastal Program Amendment (LCPA) for the Land Use Plan that modified the 2002 City action by reducing the amount of land available for development from approximately 37.4 acres to 26.4 acres and increasing the amount of open space conservation area from 3.7 acres to 23.1 acres. Subsequently, the City Council formally accepted the CCC’s action and amended the City’s Coastal Element accordingly.
In accordance with the CCC’s and City’s 2008 actions on the Land Use Plan, the developer, Shea Homes, has submitted a request to modify their project to include 111 homes, a 1.57 acre park, restored wetland and buffer areas, other open space and trails.
Environmental Impact Report No. 97-2 (EIR), certified by the City Council in 2002 for the project, found no effects of Project development (then 170 units) to be significant unavoidable impacts. Likewise, the CCC found that the Land Use Plan amendment would not result in significant adverse environmental impacts. Notwithstanding that these two environmental reviews have been completed, City staff has had an evaluation of the revised project prepared within the context of the California Environmental Quality Act (CEQA). City staff has determined that Addendum EIR is the appropriate level of CEQA review for the revised project. Pursuant to CEQA, Addendum EIRs are provided for informational purposes and do not require approval via a public hearing nor do they have a public comment period. Given the past interest in this project, however, the Addendum EIR is provided below as is the Final EIR, for reference. In addition, the Addendum is available at the Planning Department and City Clerk’s office.
