The Community Development Block Grant Program (CDBG) is authorized under Title I of the Housing and Community Development Act of 1974. The Department of Housing and Urban Development (HUD), though the federal budget process, allocates funds to communities who carry out the national objectives of the CDBG program: to benefit Low-Moderate Income persons, prevent or eliminate slums or blight, or to meet an urgent community need. Seventy percent (70%) of funds benefit persons of 80% median income or less. Applications for funding projects are conducted annually. The Citizen Participation Advisory Board makes recommendations to City Council on the projects for this program.
HOME Investment Partnership
In an effort to expand and preserve its existing affordable housing stock, Huntington Beach has worked with Community Housing Development Organizations (CHDOs) to acquire multifamily rental properties. These buildings are rehabilitated and then are made available to persons below 60% of Orange County median income for a minimum of 30 years. The CHDO must enter into an agreement with the City that outlines all of the affordability requirements, property maintenance standards, and long-term monitoring requirements that are required by HOME regulations.

The application period for 2012-13 CDBG program funding was open from November 17, 2011 through February 9, 2012. Applications will no longer be accepted for 2012-13 funding.

The City of Huntington Beach participates in the Federal Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) Programs. Each year the City uses CDBG and HOME funds to assist non-profit public service organizations that provide services and housing to low and moderate income residents.
The City also provides funding for selected capital expenditure projects that result in developments or construction that meet the eligibility criteria for federal program funds.
Community Development Block Grant (CDBG) applications for (2012-2013) are now available. The downloaded file is in Microsoft Word as a fill-in form. The Department of Economic Development must receive the completed signed application by 4 p.m., Thursday, February 9, 2012. There are two application types: one for construction and/or development projects that include eligible public facilities and infrastructure projects, property acquisition, and other eligible renovation projects; the other is applicable to non-construction projects that include eligible public services, code enforcement in eligible designated areas, fair housing activities, and housing rehabilitation loan program administration.
Only those applicants with eligible projects and/or activities will be invited to present their proposal to the Citizens Participation Advisory Board (CPAB). If awarded CDBG funds, the grant year commences on October 1, 2012. For non-construction activities, any expenses incurred after September 30, 2013, may not be applied toward this CDBG award, making the unexpended funds available for re-programming by the city.

Consolidated Plan
The Consolidated Plan is a five year planning document for the CDBG and HOME programs that is approved by City Council and is sent to HUD. Citizen Participation
The Citizen Participation Plan is the document that sets forth the local policies for citizen participation in developing the Consolidated Plan and subsequent Action Plans. The Citizen Participation Advisory Board (CPAB) is a volunteer board of up to fifteen members, appointed by City Council. The CPAB holds a public hearing on community needs each year. Activities & Projects
The Enhancement Areas, determined by Census 2000, are the City's eight geographic areas eligible for CDBG activities based on "area benefit" that requires a direct benefit to those who live in the area. Other city-wide activities and services may be eligible under the "limited clientele" benefit that is based on HUD income standards.
