This is the Agency's smallest subarea at 30 acres. Adjacent to the Civic Center are two housing developments: single family homes and an apartment complex for seniors.

The Huntington Classics is a single family 73 unit residential development that completed construction of its first homes in 1991. The home's average assessed valuation for 2000/2001 is $514,000. The project provides approximately $375,000 in annual property tax revenue to the Agency.

Bowen Court - Bowen Court Senior Apartments is currently being constructed on a lot located at Yorktown Avenue and Lake Street, across from City Hall. The Redevelopment Agency entered into a development agreement with Merit Housing, Inc. in June 2001 to construct this 20-unit affordable housing project for very low-income seniors. This project was designed by the architect of the Huntington Classics development (the neighborhood of single family homes to the south of the project site) to be compatible with the surrounding neighborhood. The California Tax Credit Allocation Committee (CTCAC) awarded the Bowen Court senior housing project federal and state tax credits for the 2001 funding cycle. Due to an overwhelming response, the waiting list maintained by Merit Housing is currently CLOSED.
