Youth Board

The objective of the Huntington Beach Youth Board is to act as a voluntary advisory board to the Huntington Beach City Council regarding youth achievements, problems and needs. The board will represent, involve and promote youth participation in community affairs.

BYLAWS

HUNTINGTON BEACH YOUTH BOARD

SECTION I. PREAMBLE

The City Council of the City of Huntington Beach, California, having passed a Resolution, thus establishing the Huntington Beach Youth Board has deemed it necessary that we, the Youth Board members, shall promulgate these following bylaws. We are pledged to represent, delegate and encourage youth involvement in the community and to act at all times under the statutes outlined in Resolution No. 5032. In full understanding of our responsibilities as representatives of youth and our community, we hereby do ordain and establish the following bylaws for the Huntington Beach Youth Board.

SECTION II. COMPOSITION OF BOARD

A. General Composition

The Huntington Beach Youth Board shall be composed in the following manner:
One member representing Marina High School
One member representing Huntington Beach High School
One member representing Edison High School
One member representing Ocean View High School
Five members chosen from the community at large

B. Term of Service

Members of the Youth Board shall be appointed annually in June and shall serve a term of one year. After serving they must be reappointed by the City Council in order to continue serving on the Youth Board. A member's term shall end immediately if one of the vacancy conditions occurs.

C. Vacancies

A vacancy of a seat on the Youth Board shall occur under any of the following conditions:

1. A member no longer resides in Huntington Beach.

2. A member graduates from high school.

3. A member voluntarily vacates his or her seat.

4. If a member fails to attend three (3) meetings of the Youth Board in succession or more than 25% of all Board meetings without prior notification and approval of the Chair of the Board, the Youth Board may recommend by majority vote that City Council remove the member from the Board. If this recommendation is approved by City Council, the seat shall be considered vacant.

5. The Youth Board, by majority vote, recommends the removal of a member from the Board by City Council for another reason besides that of poor attendance, and Council approves removal.

For school representative vacancies on the Youth Board, the Board shall recommend to City Council that the seats shall be filled by any eligible at large members, otherwise vacancies will be filled by Council appointment.

In the event a member retires or is unable to compete his term, an appointment shall be made to fill the remainder of the unexpired term. To apply to become a member, please fill out the Boards & Commission Application.

SECTION III. DUTIES OF MEMBERS

The Huntington Beach Youth Board members shall keep the City Council apprised of youth and community needs and interests, and shall commit themselves to the accomplishment of the following objectives:

  • To promote Council/City Staff and public understanding of the achievements, problems and needs of the city's young people.
  • Under Council direction, to enable young people to participate in various City activities and make recommendations to the Council therefor, and
  • To promote and encourage increased interest and participation among young people in community affairs.
  • Duties of High School Representatives

    Each of the representatives from the schools previously listed shall be appointed to serve in accordance with the duties and objectives of the Huntington Beach Youth Board. The representative chosen from these schools shall also report to their respective student councils at least once a quarter regarding actions of the Board. Input from the respective student councils shall be brought before the Board for discussion.

    B. Duties of At Large Representatives

    Four representatives shall be appointed from the community at large and shall maintain the same powers as the High School Representatives with the special duty of attending at least one (1) City Council meeting per month in rotation during the term of one year of service on the Board.

    C. Election of Officers

    The Board shall elect, by a majority vote, one of its members as Chair, another as Vice Chair, another as Secretary, another as Treasurer, and others as Temporary Positions who shall hold office for his or her term of the Board and/or until a successor is elected. Election of officers shall be held by the second meeting of each newly appointed Youth Board.

    D. Duties of Chair

    The Chairm shall preside over all official meetings of the Board. He or she shall hold the power to appoint all committees with the approval of the majority of the Board. The Chair shall also hold the power to call an official emergency meeting if an emergency arises. The Chair shall maintain communications with the liaisons.

    E. Duties of the Vice Chair

    The Vice Chair shall preside in the absence of the Chair and shall carry on all accompanying duties of the Chair in his absence. If the existing Chair resigns or is removed from the Board, the Vice Chair shall take his or her place with the majority vote of the Board. The Vice Chair shall also hold the responsibility of maintaining communications with other Youth Boards in the county.

    F. Duties of the Secretary

    The Secretary shall work in accordance with the Secretary appointed by the City Council and shall be responsible for maintaining the records of all official actions taken by the Board. The Secretary shall be in charge of correspondence and preside over meetings in the absence of the Chair and Vice Chair.

    G. Duties of the Treasurer

    The Treasurer shall see that adequate and correct accounts are kept and maintained of transactions, including accounts of assets, liabilities, receipts, disbursements, gains, and losses. The Treasurer shall provide a monthly report to the full membership and coordinate this responsibility with city staff as required.

    H. Temporary Positions

    The board may create temporary, provisional positions on an annual basis in order to aid in board duties. These positions shall be proposed on a case-by-case basis at the Board's discretion and shall be created with a two-thirds vote in favor.

    SECTION IV. MEETINGS

    All meetings of the Board shall be open and public, except for such matters as may lawfully be considered in executive session. Regular meetings shall be held monthly on the second Monday of each month at the hour of 4:30 p.m. in public meeting rooms. A regular meeting may be adjourned to a date certain which shall be specified in the order of adjournment and, when so adjourned, shall be a regular meeting for all purposes. Such adjourned meeting may likewise be adjourned and, when so adjourned, shall be a regular meeting for all purposes. In the event a regular meeting date falls on a legal holiday, such meeting date shall be deemed to be the day following such holiday.

    A special meeting may be called at any time by either the Chair or Vice Chair by delivering personally or by mail written notice to each member of the Board and to each local newspaper of general circulation, radio or television station requesting notice in writing. Such notice must be delivered personally or by mail, at least twenty-four (24) hours before the time of such meeting, as specified in the notice. The call and notice shall specify the time and place of the special meeting and the business to be transacted. No other business shall be considered at such meeting by the Board. Such written notice may be dispensed with as to any member who, at or prior to the time the meeting convenes, files with the Secretary of the Board a written waiver of notice. Such waiver may be given by telegram. Such written notice may also be dispensed with as to any member who is actually present at the meeting at the time it convenes.

    SECTION V. ORDER OF BUSINESS

    At each meeting of the Youth board, Minutes will be taken by the Recording Secretary to the Board and an official agenda will also be followed. An agenda for each meeting will be mailed or e-mailed to every member of the Youth Board (or sent by other means) prior to the meeting, and will outline business to be discussed. Furthermore, regular meetings of the Youth Board will follow standard Parliamentary Procedures as exemplified in the "Robert's Rules of Order-Revised."

    SECTION VI. COMMITTEES

    A. Formation

    The formation of committees may be recommended at any time and by any Board member. The formation must then be approved by a majority vote. Once approved, the Chair will select committee members from those Board members who volunteer.

    B. Meetings

    The frequency and time of meetings shall be determined by the committee members. However, each committee is required to present a time line of its activities to the Youth Board as soon after its creation as possible.

    C. Purpose

    A committee's purpose shall be to formulate ideas, solve problems and make suggestions to the Youth Board. All committee proposals are subject to Board approval.

    SECTION VII. AMENDMENTS

    A. Amendments to these bylaws may be recommended at any time by any Board member.

    B. If a majority of the Youth Board approves, a committee shall be formed to study the proposed amendment.

    C. If the committee finds the amendment worthy of Board consideration, the amendment will then be presented for Board deliberation.

    D. Passage of any amendments requires a two-thirds (2/3) majority vote of the Board.
