Public Comments – the Public Works Commission welcomes public comments on all items on this agenda or of community interest. Three minutes per person, time may not be donated to others. Commission on this date can take no action on any item not on the agenda. This is the time to address Commission regarding items of interest or agenda items other than public hearings. Communications on agenda items will be scheduled such that public comments may be received as close to 12:00 p.m., or later, as possible.

F. INFORMATION ITEMS

F-1. Active Capital Project Report – An update on active capital projects under construction, as well as those in the planning stage, is presented for the Commission's information.

F-2. Upcoming City Council Study Sessions - The City Council conducts public Study Sessions on the evenings of City Council meetings, normally beginning at 4:00 p.m., in Room B-8. A tentative listing of upcoming sessions is submitted for the Commission’s information.

F-3. Bidding and Purchasing Guidelines - At the May meeting, the Public Works Commission expressed interest in an explanation of the City’s bidding and purchasing thresholds. Documentation for the various practices and thresholds is provided for the Commission’s information.

G. ADMINISTRATIVE ITEMS

G-1. Storm Drain Improvement Project – Parkside Lane Storm Drain and Slater Avenue Storm Drain, CC-1296 - Plans and specifications for the Storm Drain Improvement Project – Parkside Lane Storm Drain and Slater Avenue Storm Drain, CC-1296 are in final preparation. Staff requests the Commission's recommendation of the project to the City Council.

Funding Source: Funds for this project are budgeted from the Redevelopment Fund. The cost estimate for the Parkside Lane Storm Drain and the Slater Avenue Storm Drain are $800,000 and $830,000, respectively.

Recommended Action: Recommend both the Storm Drain Improvement Project – Parkside Lane Storm Drain and Slater Avenue Storm Drain, CC-1296, to the City Council.

G-2. Downtown Street Improvements, CC-1308 - Plans and Specifications for the Downtown Street Improvements, CC-1308 are in final preparation. Staff requests the Commission’s recommendation of this project to the City Council.

Funding Source: Funds for this project are budgeted from the Redevelopment Fund. The engineer’s cost estimate for this project is $2,500,000.

Recommended Action: Recommend the Downtown Street Improvements, CC-1308 to the City Council.

G-3. Edinger Avenue Parkway Improvements, CC-1275 - Plans and Specifications for the Edinger Avenue Parkway Improvements, CC-1275 are in final preparation. Staff requests the Commission’s recommendation of this project to the City Council.

Funding Source: Funds for this project are budgeted from the Capital Improvement Reserve Fund. A local match is being provided by the Sea Isle Garden Club. The engineer’s cost estimate for this project is $180,000.

Recommended Action: Recommend the Edinger Avenue Parkway Improvements, CC-1275 to the City Council.

G-4. Request Additional Construction Contingency Funds for 36-Inch and 42-Inch Water Main Corrosion Control and Rehabilitation Project; CC-1259 - On May 4, 2006, bids were received for the 36-Inch and 42-Inch Water Main Corrosion Control and Rehabilitation Project, CC-1259. This project is not yet 50% complete, while total Change Orders is near 100% of the budgeted construction contingency. In order to complete the project in its entirety, staff recommends an additional 15% construction contingency.

Funding Source: Funds are budgeted in the Water Master Plan, Account 50791017.82100 with additional funds from the Water Fund, Account 50685201.82100. The additional funds for construction contingency will be $435,000.

Recommended Action: Recommend to the City Council an additional $435,000 construction contingency to complete the project.
