D.      ORAL COMMUNICATIONS

Public Comments – the Public Works Commission welcomes public comments on all items on this agenda or of community interest.  Three minutes per person, time may not be donated to others.  Commission on this date can take no action on any item not on the agenda.  This is the time to address Commission regarding items of interest or agenda items other than public hearings.  Communications on agenda items will be scheduled such that public comments may be received as close to 5:00 p.m. as possible.

INFORMATION ITEMS

F-1.    Active Capital Project Report – An update on active capital projects is presented for the Commission’s information.  Project information, including description, location maps and funding sources can be found in the FY 2008/09 Capital Improvement Program notebook, or on the city’s website under Current Budget information--What’s New.   

F-2.    Upcoming City Council Study Sessions - The City Council conducts public Study Sessions on the evenings of City Council meetings, normally beginning at 4:00 p.m., in Room B-8.  A tentative listing of upcoming sessions is submitted for the Commission’s information.    

G. ADMINISTRATIVE ITEMS

G-1. Relocation of Crosswalk on Magnolia Street and Hyde Park Drive – Recommendation to relocate current crosswalk in conjunction with construction of a traffic signal at Magnolia Street and the Home Depot Driveway.

Funding Source: Developer funded under Conditional Use Permit number 04-56.

Recommended Action:  Motion for Public Works Commission to support the removal of the existing crosswalk at Magnolia Street and Hyde Park and relocation to Magnolia Street and The Home Depot.

G-2.   Memo to City Council Regarding Maintenance of Edinger Parkway Landscaping - The Public Works Commission expressed concern over the ongoing maintenance costs for the Edinger Avenue Parkway proposed landscape improvements.  Upon approval by the Commission, a memo will be sent directly to the City Council.  A draft memo is attached. 

Funding Source:  Funding is not required for this action.  Annual maintenance costs are anticipated to be $28,000.

Recommended Action:  Motion to authorize Chairman Rivera to sign a finalized memo to the City Council regarding maintenance costs for the Edinger Parkway Landscaping Improvements.

G-3. Increase Change Order Limit for Newland Widening Project CC- 1095 - The Newland Avenue Widening project scope is requested to be expanded to include additional underground dry utilities for electric and communication services.  This work (Option 1) would increase the change order limit to 48% and require additional funding of $1 million.   An alternative (Option 2) would be to eliminate the underground utility component of the project, and require no additional funding.   Option 2 is the staff recommendation. 

Funding Source: 
Option 1:  Gas Tax unappropriated fund balance to the project, Newland Avenue Widening, Account No. 20690003.82300. Reallocation of supplemental costs from the project.
Option 2:  Reallocation of supplemental costs from the project.

Recommended Action:  Motion for Commission to recommend Option 1 or Option 2.
