D.        ORAL COMMUNICATIONS

Public Comments – the Public Works Commission welcomes public comments on all items on this agenda or of community interest.  Three minutes per person, time may not be donated to others.  Commission on this date can take no action on any item not on the agenda.  This is the time to address Commission regarding items of interest or agenda items other than public hearings.  Communications on agenda items will be scheduled such that public comments may be received as close to 5:00 p.m. as possible.

INFORMATION ITEMS

F-1.   Active Capital Project Report – An update on active capital projects is presented for the Commission’s information.  Project information, including description, location maps and funding sources can be found in the FY 2007/08 Capital Improvement Program notebook, or on the city’s website under Current Budget information--What’s New.  .  

F-2.    Upcoming City Council Study Sessions - The City Council conducts public Study Sessions on the evenings of City Council meetings, normally beginning at 4:00 p.m., in Room B-8.  A tentative listing of upcoming sessions is submitted for the Commission’s information.

F-3.     Update on Water Supplies – A memo to the Public Works Commission giving an update on water supplies is provided.  The Utilities Manager will update the Public Works Commission on water supply issues due to the on-going drought conditions in California.

F-4.     Funding Sources for Alleys and Block Walls – At the July 16, 2008 meeting, the Public Works Commission requested information about funding sources for alley and arterial block wall repairs.  A review of potential funding sources will be presented.

 

ADMINISTRATIVE ITEMS

 

G-1.   Safe Routes to School Project in the Vicinity of Mesa View Middle School (CC-1243) - Plans and specifications are in final preparation for the installation of traffic and pedestrian-related safety improvements in the vicinity of Mesa View Middle School.  Upon approval from the Director of Public Works they will be ready for bid.  Staff requests permission to advertise for competitive bids.

Funding Source:  Funds totaling $288,950 have been appropriated for construction in the current budget year.  Funding is $130,050 of state grant funds from the Safe Routes to School program with matching local Gas Tax funds of $158,900.  The engineer’s cost estimate for this project is $260,000.

Recommended Action:  Motion to authorize the Director of Public Works to advertise the Safe Routes to School Project in the vicinity of Mesa View Middle School.

 

G-2.   Safe Routes to School Project in the Vicinity of Marine View School (CC-1244) – Plans and specifications are in final preparation for the installation of traffic and pedestrian-related safety improvements in the vicinity of Marine View School.  Upon approval from the Director of Public Works they will be ready for bid.  Staff requests permission to advertise for competitive bids.
      

           
Funding Source:  Funds totaling $113,000 have been appropriated for construction in the current budget year.  Funding is $76,860 of state grant funds from the Safe Routes to School program with matching local Gas Tax funds of $36,140.  The engineer’s cost estimate for this project is $95,000.

Recommended Action:  Motion to authorize the Director of Public Works to advertise the Safe Routes to School Project in the vicinity of Marine View Middle School.

G-3.  Memo to City Council Regarding Maintenance of Edinger Parkway Landscaping - The Public Works Commission expressed concern over the ongoing maintenance costs for the Edinger Avenue Parkway proposed landscape improvements.  Upon approval by the Commission, a memo will be sent directly to the City Council.  A draft memo is attached. 

Funding Source:  Funding is not required for this action.  Annual maintenance costs are anticipated to be $28,000.

Recommended Action:  Motion to authorize Chairman Rivera to sign a finalized memo to the City Council regarding maintenance costs for the Edinger Parkway Landscaping Improvements.
