D.        ORAL COMMUNICATIONS

Public Comments – the Public Works Commission welcomes public comments on all items on this agenda or of community interest.  Three minutes per person, time may not be donated to others.  Commission on this date can take no action on any item not on the agenda.  This is the time to address Commission regarding items of interest or agenda items other than public hearings.  Communications on agenda items will be scheduled such that public comments may be received as close to 5:00 p.m. as possible.

DIRECTOR’S ITEMS

 

E-1.     2008 Traffic Commissioners Workshop – The annual Traffic Commissioners Workshop is expected to be held in April.  As information is made available to the department it will be provided to the Commissioners. 


INFORMATION ITEMS

 

F-1.  Active Capital Project Report – An update on active capital projects is presented for the Commission’s information.  Project information, including description, location maps and funding sources can be found in the FY 2007/08 Capital Improvement Program notebook, or on the city’s website under Current Budget information--What’s New.  

F-2. Upcoming City Council Study Sessions - The City Council conducts public Study Sessions on the evenings of City Council meetings, normally beginning at 4:00 p.m., in Room B-8.  A tentative listing of upcoming sessions is submitted for the Commission’s information. 

F-3.  Report on the Fats, Oil, and Grease (FOG) Control Program - The report provides details of the program operations and progress.  A fee and cost analysis is provided.  PowerPoint slides will be presented.

ADMINISTRATIVE ITEMS

 

G-1.  Goldenwest Traffic Signal Installations - Goldenwest Street and Rio Vista Drive (CC-1300), Adams Avenue and Ranger Lane (CC-1311) - Plans and specifications are in final preparation for the installation of traffic signals at the intersections of Goldenwest Street at Rio Vista Drive and Adams Avenue at Ranger Lane.  Upon approval from the Director of Public Works they will be ready for bid.  Staff requests support of the capital project prior to advertisement for competitive bids.

Funding Source:  Funds totaling $992,500 have been appropriated in the current budget year for the traffic signal installations at these two locations.  This funding amount also includes the construction of other traffic signals.  Funding is from the Traffic Impact Fee Account 20690007.82700.  The engineer’s construction cost estimate for this project is $490,000.

Recommended Action:  Motion to recommend to the City Council the installation of traffic signals at Goldenwest Street and Rio Vista Drive (CC-1300) and at Adams Avenue and Ranger Lane (CC-1311).

G-2.    Traffic Signal and Interconnect Installations - Interconnect on Main Street – Florida Street to Promenade Parkway (CC-1301), Traffic Signal – Bolsa Chica Street and Robinwood Drive (CC-1303) - Plans and specifications are in final preparation for the installation of a traffic signal at the intersection of Bolsa Chica Street and Robinwood Drive and for the installation of traffic signal interconnect conduit and cable along Main Street from Florida Street to Promenade Parkway.  Upon approval from the Director of Public Works they will be ready for bid.  Staff requests support of the capital project prior to advertisement for competitive bids.

Funding Source:  Funds totaling $992,500 have been appropriated in the current budget year for traffic signal installations, including the location at Bolsa Chica and Robinwood (CC-1303).  Funding is from the Traffic Impact Fee Account 20690007.82700.  The engineer’s construction cost estimate for this project (CC-1303) is $240,000.

Funds totaling $120,000 have been appropriated in the current budget year for the installation of interconnect along Main Street from Florida Street to Promenade Parkway.  Funding is from the South Coast Air Quality Management District (SCAQMD) funds, Account 20190007.82700.  The engineer’s construction cost estimate for this project (CC-1301) is $90,000.

Recommended Action:  Motion to recommend to the City Council the installation of interconnect conduit and conductors along Main Street from Florida Street to Promenade Parkway (CC-1301) and the installation of a traffic signal at Bolsa Chica Street and Robinwood Drive (CC-1303).

 

G-3. In-Road Lighted Crosswalk on Bushard Street at Yellowstone Drive (CC-1329) - Plans and specifications are in final preparation for the installation of an in-road lighted crosswalk on Bushard Street at Yellowstone Drive.  Upon approval from the Director of Public Works they will be ready for bid.  Staff requests support of the capital project prior to advertisement for competitive bids.

Funding Source:  Funds totaling $90,000 have been appropriated in the current budget year from the General Fund undesignated fund balance to Transportation Engineering, Account 10085301.69365 ($70,000) and Traffic Signals and Lighting, Account 10085304.64670 ($20,000).  In addition to the in-road lighted crosswalk, this appropriation also includes the installation of radar feedback signs which are not included in this request for action.  The engineer’s construction cost estimate for the in-road crosswalk lighting system (CC-1329) is $60,000.

Recommended Action:  Motion to recommend to the City Council the installation of an in-road lighted crosswalk on Bushard Street at Yellowstone Drive (CC-1329).
