D.        ORAL COMMUNICATIONS

Public Comments – the Public Works Commission welcomes public comments on all items on this agenda or of community interest.  Three minutes per person, time may not be donated to others.  Commission on this date can take no action on any item not on the agenda.  This is the time to address Commission regarding items of interest or agenda items other than public hearings.  Communications on agenda items will be scheduled such that public comments may be received as close to 5:00 p.m. as possible.

DIRECTOR’S ITEMS

E-1.     Commission Business - Reorganization of the Commission through the election of the Chair and Vice Chair.

E-2.     Mayor’s Board Round Table Meeting Schedule – Mayor Debbie Cook will hold quarterly meetings with the commission, board, committee, and citizen group chairs.  If the chair is unavailable, the vice-chair or another representative may attend in the chair’s place.  The Mayor’s Round Table meetings are scheduled for Wednesday, April 9, July 9 and October 8 at 4:00 p.m. in room B-8 of the Civic Center.

 

INFORMATION ITEMS

 

F-1.  Active Capital Project Report – An update on active capital projects is presented for the Commission’s information.  Project information, including description, location maps and funding sources can be found in the FY 2007/08 Capital Improvement Program notebook, or on the city’s website under Current Budget information--What’s New.  

F-2. Upcoming City Council Study Sessions - The City Council conducts public Study Sessions on the evenings of City Council meetings, normally beginning at 4:00 p.m., in Room B-8.  A tentative listing of upcoming sessions is submitted for the Commission’s information. 

F-3.  Gregory Lane Water Main Replacement Project, CC 1120,  and Pine Street Water Main Replacement Project, CC 1318 - Plans for both the Gregory Lane Water Main Replacement Project, and the Pine Street Water Main Replacement Project, are in final preparation.  These projects will not be competitively bid.  At the request of the Utilities Operations Manager, these projects will be constructed by water utility staff.  This process will allow staff to gain increased experience installing longer stretches of pipe.

Funding Source: The funds for CC 1120 the Gregory Lane Water Main Replacement Project are available from the Water Fund.  The engineer’s cost estimate is $350,000.

The funds for CC 1318 the Pine Street Water Main Replacement Project are available from the Water Master Plan Fund.  The engineer’s cost estimate is $300,000.

F-4. Rainbow Environmental Services Residential Service Update – Staff will provide an update on the automated container pickup program and on customer outreach.


ADMINISTRATIVE ITEMS

G-1.   Annual Sanitary Sewer Fund Report Fiscal Year 2006/07 - In accordance with Section 14.36 of the Huntington Beach Municipal Code (HBMC), the Public Works Department is required to prepare an annual report of the status of the Sanitary Sewer Fund for the City Council. The process also provides an opportunity for the Public Works Commission to review planned projects, revenues and expenditures under the program.  

Funding Source:  No funding is required for this action. 

Recommended Action:  Recommend approval of the Annual Sanitary Sewer Facilities Fund Compliance Report to the City Council.

G-2. Annual Drainage Fund Report Fiscal Year 2006/07 - In accordance with Section 14.48 of the Huntington Beach Municipal Code (HBMC), the Public Works Department is required to prepare an annual report of the status of the Drainage Fund for the City Council.  The process also provides an opportunity for the Public Works Commission to review planned projects, revenues and expenditures under the program.  

Funding Source:  No funding is required for this action. 

Recommended Action:  Recommend approval of the Drainage Fund Compliance Report to the City Council.

G-3. Fair Share Traffic Impact Fee Program Annual Report for Fiscal Year 2006/07 - In accordance with Section 17.65.130 of the Huntington Beach Municipal Code (HBMC), the Public Works Department is required to prepare an annual report of the status of the Fair Share Traffic Impact Fee Program for the City Council.  The process also provides an opportunity for the Public Works Commission to review revenues and expenditures under the program.

Funding Source:  No funding is required for the recommended action.

Recommended Action:  Recommend approval of the 2006/07 Traffic Impact Fee Annual Report to the City Council.
