D. ORAL COMMUNICATIONS

Public Comments – the Public Works Commission welcomes public comments on all items on this agenda or of community interest.  Three minutes per person, time may not be donated to others.  Commission on this date can take no action on any item not on the agenda.  This is the time to address Commission regarding items of interest or agenda items other than public hearings.  Communications on agenda items will be scheduled such that public comments may be received as close to 5:00 p.m. as possible.

E. DIRECTOR’S ITEMS

E-1. Commission Business - February is the reorganization of the Public Works Commission by election of Chair and Vice Chair.

.F. INFORMATION ITEMS

F-1.  Active Capital Project Report - An update on active capital projects is presented for the Commission's information.  Project information, including description, location maps and funding sources can be found in the FY 2009/10 Capital Improvement Program notebook, or on the city's website under Current Budget information--What's New.  

F-2.   Upcoming City Council Study Sessions - The City Council conducts public Study Sessions on the evenings of City Council meetings, normally beginning at 4:00 p.m., in Room B-8.  A tentative listing of upcoming sessions is submitted for the Commission’s information.   

G. ADMINISTRATIVE ITEMS

G-1. Reconstruct Residential Tree Petition Streets, MSC 471 - Plans and specifications for MSC 471, Reconstruct Residential Tree Petition Streets, are in final preparation. Staff is seeking support for the project and the initiation of the competitive bid process.

G-2. - Revised plans and specifications are in final preparation for the Pacific Coast Highway (PCH) Transit Center upgrades.  Staff is seeking support for the project's revised transit shelter design and installation locations.

Funding Source   Funding in the amount of $330,748 is budgeted for the PCH Transit Center project in Account No. 87390005.82700 for construction of the project upgrades.  Funding is a combination of an OCTA grant ($150,000) and AQMD funds ($180,748).

Recommended Action: Motion to recommend to the City Council the PCH Transit Center project, CC-1267, and reinitiate the competitive bid process.

G-3. City Charter Section 617 Infrastructure Fund and Public Works Commission Duties - On February 2, 2010, the subcommittee of the Public Works Commission (PWC) presented the approved modifications to City Charter Section 617- Infrastructure Fund to the City of Huntington Beach Charter Review Commission (CRC).  The Charter Review Commission requested input from the PWC about their role in concerning City Charter Section 617 Infrastructure Fund.
