Dale Miler has served as the Police Department’s Detention Administrator for more than 11 years. During that time, he has managed the HB City Jail in an exemplary manner by maintaining the professional operation consistent with a wide variety of laws, rules and regulations governing jail operations in California.
Mr. Miller has had to meet state training standards for his entire staff of 17 Detention Officers, which includes four Detention Officer Nurses as well as supervisory staff. Managing staffing of the jail, while ensuring mandated training levels are met each year, is a challenging task which has sometimes required Mr. Miller to work as a line-level employee while still managing the jail operations.
Mr. Miller has also ensured the jail has passed a multitude of inspections by a wide variety of agencies including the Orange County Grand Jury, Orange County Health Authority, Orange County Youth Commission, Huntington Beach Fire Marshall, the California Board of Standards for Community Corrections, Cal-OSHA and a local medical advisor. These inspections look at everything from basic security and operational issues to what type and amount of food we provide our inmates and what types of medical care has been provided. Being found in compliance with the multitude of criteria in these yearly inspections is a monumental achievement in and of itself.
Mr. Miller has overseen the management of 10 contracts we have to book arrestees for local agencies and in many cases handled the negotiations of the agreement and provided a draft contract. He has also managed our Pay to Stay and Work Release Programs which bring revenue into the city and provides opportunities for sentenced inmates to retain their jobs and stay closer to family while serving their sentences. He also manages a GPS program which places location devices on inmates who leave the facility to go to work while providing us the ability to ensure they are not violating any terms of their incarceration conditions with the court.
Until his retirement as a Colonel in the United States Air Force Reserve last year, Mr. Miller also served as the Individual Mobilization Augmentee to Director of Security Forces, Headquarters Pacific Air Forces, Joint Base Pearl Harbor-Hickam, Hawaii. During his 30 years of service to the United States Air Force, Colonel Miller was deployed on many occasions. He has also served as liaison for the United States Air Force Academy in a variety of capacities.
Mr. Miller has demonstrated extraordinary commitment and service to both his country and the city of Huntington Beach through exemplary service.
