INVESTIGATION DIVISION COMMANDER
CAPTAIN WILLIAM STUART

In 1980, Captain Stuart started his career in law enforcement with the Covina Police Department and has worked for the Huntington Beach Police Department since 1984. He has worked a variety of assignments during his 25-year career including: Patrol Officer, Motorcycle Officer, Field Training Officer, SWAT Team Officer, Narcotics Investigator, Supervisor of the Field Training Officer Program, Supervisor of the Narcotics Unit, SWAT Team Commander, Crisis Negotiation Team Commander, Support Services Bureau Commander and Watch Commander.

Captain Stuart has a Bachelor of Arts degree in Criminal Justice from California State University, Fullerton and is a graduate of the P. O. S. T. Sherman Block Supervisory Institute.

Captain Stuart grew up in Huntington Beach attending Spring View School, Marina High School and Golden West College. He enjoys all outdoor sports and is an avid NASCAR fan.

CAPTAIN DAVID BUNETTA


Captain Junginger

Captain Bunetta began his law enforcement career at Huntington Beach in 1988.  Previously, he worked for the Orange County Probation Department.  During his law enforcement career he has had the opportunity to work a variety of assignments including: Patrol Officer, Oak View Task Force Officer, Detective, Sergeant, Crisis Negotiation Team Leader and Supervisor, Police spokesperson, Professional Standards Unit Supervisor, Watch Commander, and as the Chief’s Executive Officer.

Captain Bunetta has a Bachelor of Arts degree in Criminal Justice from Michigan State University.  He is a graduate of the California POST Command College and Executive Development programs.  Additionally, he completed and is an instructor for the International Association of Chiefs of Police- Leadership in Police Organizations program. 

He was born and raised in Michigan and enjoys jogging and baseball.  Most of his leisure time is spent coaching youth sports with his children.

 

ADMINISTRATIVE OPERATIONS DIVISION COMMANDER
CAPTAIN RUSSELL REINHART

RussReinhartPictureCaptain Reinhart started his career with the Huntington Beach Police Department as a police cadet in 1986. He attended the Golden West College Police Academy and has been a Huntington Beach police officer since 1987. During his career, he has had the opportunity to serve in a variety of assignments.


He worked as a Patrol Officer, a Canine Handler, a Field Training Officer and a Detective. As a sergeant, he worked in Patrol, the Special Enforcement Team and Directed Enforcement Team. As a lieutenant, he worked as a Watch Commander and the Chief's Executive Officer before being promoted to the rank of captain.


Captain Reinhart has a Bachelor of Arts degree in Political Science and a Masters degree in Public Policy and Administration, both from California State University, Long Beach. He is currently attending the California Peace Officer Standards and Training (POST) Command College, Class 52.


He grew up in Minnesota, Alaska, Virginia, Florida and Kansas before his family settled in California. He has bicycled and camped along the Pacific coast from Oregon to Mexico, enjoys outdoor recreations, traveling and spending time with his wife and children.
